Who we are
Debbie Cahoon Vascik, CFM, President, has been involved in the National Flood Insurance Program and floodplain management for over 23 years. She has experience in almost every facet of the floodplain industry, from state to local to private sector. Debbie believes that helping people is the best and most meaningful service she can provide, and that is how CAHOON CONSULTING came to be.
Prior to CAHOON CONSULTING, Debbie worked with the State of Texas under the National Flood Insurance Program (NFIP) as a mitigation field representative serving 325 communities in 41 counties. Her efforts with the State included one-on-one visits, technical assistance, training and public meetings, outreach, and constant correspondence and availability to her communities to ensure they were complying with the NFIP and their own local programs. Debbie also knows and understands the obstacles communities face when it comes to improving their floodplain management programs - budget restraints, and lack of resources and time. Debbie enjoyed the opportunity to meet and work with different community officials and citizens, and is 100% committed to the betterment of the lives she has encountered.
Debbie has been a pioneer regarding the Community Rating System (CRS) in Texas, as she was responsible for creating, developing, and maintaining the first CRS Users Group in the state. Debbie named the group Floodplain Awareness Success in Texas (aka FAST), a name that acknowledges and recognizes the efforts of Texas communities that have far exceeded the federal minimum standards. The purpose of the group is for attendees to attend a monthly meeting to hear featured speakers, learn more about the program, and share best practices with other communities. FAST celebrated its one year anniversary on April 9, 2011, and continues to be a beneficial resource for communities both participating and non-participating in the CRS.
